CBSE proposes exemptions for differently abled students

The Central Board of School Education (CBSE) has proposed to provide specific exemptions to differently abled students in the board examinations in accordance with their needs and also said that it is committed to shift to the online mode of examination for such children.

In a report submitted before Punjab and Haryana High Court, the CBSE said that the draft policy will be presented in the winter session before its Curriculum Committee and after clearance it will submitted to the Governing Body for final approval.

The HC had earlier this year directed CBSE to prepare a comprehensive policy for addressing challenges faced by differently abled children. The board in the draft policy said that the teaching, learning and examinations can be made accessible with the use of technology but the major issue is lack of resources.

Students with physical disabilities (visual and hearing impairment and speech and language disability); intellectual disabilities (specific learning disabilities and autism spectrum disorder); mental illnesses leading to emotional problems and disability caused due to chronic neurological conditions, blood disorder and multiple disabilities will be provided exemptions.

Exemptions like providing flexibility in choosing subjects, examination through computers, allocation of centre of examinations at nearest possible place to the school, relaxation in attendance, waiving registration fees for class X and Class XII exams are common to most categories.

Delhi Schemes for Persons with Disabilities by Social Welfare Department

Delhi Schemes for Persons with Disabilities by Social Welfare Department:

1. State Disability Pension Delhi Social Welfare Department is implementing disability pension which is fusion of State as well Central Government contribution. The scheme is known as Subsistence Allowance/Financial Allowance to person with special need. The grant is Rs 1500/- per month. Eligibility Criteria Age of Disabled persons should not be more than 60 years (0 to 60years). Family income should not be more than Rs. 75,000/- p.a. from all sources. A resident of the National Capital Territory of Delhi for at least 5 years preceding the date of submission of application. Disability of the applicant should not be less than 40%.The Medical Board of Govt. Hospital should issue the disability certificate. Should have a 'single-operated' account in any Bank or Post Office for receiving the payment through electronic clearing system.

This provision may be relaxed in the case of minors, mentally challenged applicants or those who come under the purview of Legal Guardianship as per rules of National Trust.

Document required:

1. Proof of residence Any one of the documents listed below (which clearly show at least 5 years of residence in Delhi) : copy of Ration Card / Voter Card/ Passport/ Driving License / Birth certificate issued by MCD/Registrar-Births and Deaths/ Insurance policy document/ Immunization card of any family member / Medical records of treatment in Delhi / Electricity Bill/ Water Bill/ Telephone bill/ Gas connection receipt/ Bank passbook/ Caste certificate/ Student I-card/ Service identity card of public/private sector company/established concern/ Freedom fighter identity card / Pension document/ Ex-serviceman dependant certificate/ Property document/ Any other document which clearly shows at least 5 years of residence in Delhi.

2. Copy of disability certificate issued by the Medical Board of the notified Hospitals of Govt. of NCT of Delhi or Govt. of India.

3. A self –declaration by the applicant regarding his/ her family income as given in the form.

4. The form also needs to be recommended by a Gazetted Officer of Central /State Govt. or MP/MLA and the accompanying documents should also be attested.

5. In case ‘No Documentary Evidence’ is available with the applicant in reference of proof of residence

i) the applicant will need to produce statements of any of the two proof of residence, following list, stating the period of produce statements of any of the two witnesses from the following list, stating the period of applicant’s length of stay in Delhi-

a. Public representative such as MP of the area, MLA of the area,

b. President or General Secretary of RWA of the locality

c. Two neighbors of the applicant with their contact details

d. Registered women SHGs,/ Mahila Mandals’ President or General Secretary.

e. ICDS Supervisors/ASHA workers of the area

f. Gazetted Officer of the Central /Delhi Govt.

ii) Along with the witness’s statement, the relevant document for the photo identity proof, residence and length of stay for the witnesses shall also have to be appended with the application, clearly showing that the witnesses themselves have been around in the same area for the number of years they claim to have known the applicant. This would apply for all except public representative such as MP/MLA of the area.

Other conditions:

It will be obligatory for the beneficiary to inform of any change in address and/ or bank details like change in bank, a/c no. etc Procedure for application Applicant needs to visit the District Social Welfare Office to get the application form.

Filled form shall be submitted at the same place. Form is also available online on the official website of the social welfare department of Delhi. Applicant can get the print copy of the form and follow the aforesaid procedure.

Mode of Payment

The amount of Rs.1500/- per month remitted quarterly into the Bank account through ECS system of R.B.I. The Concerned District Social Welfare Officer is the competent authority for verification, sanction and payment of the assistance under the scheme. In the event of sanction of assistance, it shall be payable from the month succeeding the month of receipt of application completed in all respects. The beneficiaries who attain the age of 60 years shall automatically be transferred to the Old Age Assistance Scheme Duration of getting benefits Decision will be taken within 45 days on all the applications received under the above schemes.

2. Bus traveling facility for Visually imapired/Bus concession Delhi Transport Corporation provides facility of free traveling in DTC Buses to the persons with vision impairment. Facility of concession to the escort is given to those who have not less than 100% blindness. Before applying to the concerned depot, applicant needs to get card from Sub Divisional Magistrate(SDM). Eligibility criteria Applicant should have 40% and above disability Applicant having 100% disability will get 50% concession for their escort/attendant Applicant must be resident of Delhi Documents required Card issued by SDM Residential proof Passport size photograph Copy of Disability certificate Procedure for application Application form can be obtained from respective depot by paying only rupees one.
